INSTRUCTIONS TO AUTHORS submitting manuscripts to "Izvestiya  of Saratov University. Economics, Management. Law".

1. GENERAL INFORMATION

 

1.1. The Journal "Izvestiya of Saratov University. Economics, Management. Law"  is published 4 times a year. The Journal accepts for publication: general theoretical, methodological, debatable, critical scientific materials containing new original research results in the field of economic theory, economics, management and law, as well as scientific reviews, summaries and critiques in Russian and English.

 

1.2. In order to consider the article, the author must submit the following information to the editorial board:

  1. in electronic form in one document together with the text of the article - UDC, information about the authors, title, keywords and structured annotation in Russian and English (200-250 words), acknowledgements, references, references.
  2. license agreement for granting the right to use a scientific work;
  3. expert Commission's opinion on the possibility of open publication;
  4. a certificate of the results of the self-examination of the article for the presence of borrowings (in any system in free form, indicating the % of the originality of the work).

Articles drawn up without observing these rules are not considered and are not sent for review.

 

1.3. The manuscript submitted for publication must be a completed scientific work containing important scientific results of independent research at the theoretical or empirical level. The article should be carefully edited and designed in accordance with the requirements of the Journal. The article should be prepared according to the IMRAD format (introduction, methods, results and discussion of results) and structured using the subheadings: Introduction. Theoretical analysis. Empirical analysis. Results. Conclusions.

 

1.4. Structure of publications: the article begins with the UDC index, followed by the title of the article, initials and surnames of the authors, degree, position, department, full official name of the institution and its address, e-mail of the authors. Then - an abstract and keywords in Russian. Then follows the information in English: title, authors, affiliation, structured abstract, keywords. Then the text of the article is placed. Next - a list of references, references and the date of receipt of the article in the editorial office. References to the sources used are drawn up in square brackets in the text in the order of mention, indicating the number of the source in the list of references. (see samples).

 

1.5. The volume of the manuscript should not, as a rule, exceed 1 author's sheet, i.e. 40 thousand characters, including tables and graphic material. Tables and figures should not take up more than 20% of the total volume of the article. All headings of tables and figures must be translated into English.

 

1.6. Articles are checked for plagiarism (using the soft "Antiplagiat.VUZ") and sent for anonymous double-blind review. In case of a positive review manuscripts are subjected to scientific and control editing. The article sent to the author for revision must be returned in corrected form within 1 month. The revised manuscript must be accompanied by a letter from the authors containing answers to all comments and explaining all the changes made in the article. An article delayed for a longer period is considered as newly received. The editorial board reserves the right to carry out editorial, proofreading and prepress editing of the texts of articles that do not change their basic meaning, without the consent of the author. Articles are published in queue order.

 

1.7. Electronic versions of articles and documents should be sent to the Editorial Board of the Journal by E-mail: sgu-eup@rambler.ru, written documents – by simple, not registered, letters to the address: 410012 Saratov, Astrakhanskaya str., 83, SSU. Faculty of Economics, Dean's Office.

 

1.8. Copyright. The rightholder is the author of the article, which owns the following rights (without restrictions), confirmed by License agreement:

  •  the exclusive right to the Paper;
  •  the right of authorship;
  •  the author's right to name;
  •  the right to the inviolability of the Paper;
  •  the right to publish the Paper.

1.9. In compliance with Part 1 of Article 9 of the Federal Law FZ-152 “On personal data” of July 27, 2006, authors grant their consent to their personal data processing by any legally permitted method to Saratov State University (SSU), located at: 83 Astrakhanskaya St., Saratov 410012. Each author shall send a filled-in and signed Consent to Personal Data Processing form to the editorial board.

1.10. The work of the author (personal data subject) is included in the archive after the publication of the next issue of the periodical. The storage, arrangement, registration and use of archival issues, containing personal data is carried out in accordance with Part 2, paragraph 2 of Article 1 of the Federal Law FZ-152 “On personal data”of July 27, 2006 in conformity with the legislation on archiving.

1.11. Publications are free of charge.

1.12. Self-archiving. Authors are allowed to archive preprints and postprints of their works. After publication, the authors may place their works on the Internet (for example, in the repository of a working organization or a personal website).

 

2. PEER-REVIEW PROCEDURE

 

2.1.All manuscripts on related topics that come to the journal "Izvestiya of Saratov University. Economics, Management. Law" are subject to expert evaluation and double blind peer review. 

 

2.2. All reviewers are acknowledged experts on the related subject and have publications of peer-reviewed articles on the subject for the last 3 years.

 

2.3. Referees are notified that the manuscripts delivered to them are the private and confidential property of the authors. The referees are not permitted to copy the article for their own needs.

 

2.4. Articles are reviewed anonymously. Confidentiality will only be violated in the case of the referee declaring that the information in the article is untrue or the data have been falsified.

 

2.5. In case the article is rejected the editorial board notifies the author of this decision by means of a substantiated response. Reviews shall be submitted to the Ministry of Education RF upon request.

 

2.6. If the review indicates the necessity to edit the article, it is sent to the author to be corrected. In this instance the date when the finalized version of the article arrives is considered the date of article submission.

 

2.7. Should an author disagree with the opinion of a referee the author is entitled to present a substantiated argument to the editorial office. The article may then be sent to another referee for review or to the editorial board for approval.

 

2.8. The decision on the advisability of the article being published is made by the chief editor, if it is necessary – by the whole editorial board.

 

2.9. Reviews of the articles are stored at the editorial board of the Journal for 5 years at least.

 

 

3. MANUSCRIPT DESIGN GUIDELINES 

 

3.1. The text of the article should be printed at one interval on white A4 paper with margins of 2.5 cm, the font size of the text is 14. Word wrapping in the text should be disabled.

 

3.2. Each table should be numbered with Arabic numerals and have a thematic heading that briefly reveals its contents. Units of measurement are indicated after the decimal point.All table headings must also be translated into English.

 

3.3. The format of the drawing should ensure the clarity of the transmission of all details. The designations and all inscriptions in the figures are given in Russian; the dimension of the values is indicated by commas. All the titles of the drawings must also be translated into English. The caption should be self-sufficient without appeal to the text. If the illustration contains additional symbols, they should be deciphered after the signature.

 

3.4. Graphs and diagrams must be executed in a specialized editor included in MS Word, or in the format of a vector graphics editor - Corel Draw, Adobe Illustrator. Diagrams and drawings should be in black and white, all divisions should be hatched, and callouts should be made for fractions in diagrams.

 

3.5. Illustrations should be presented in the following formats: LineArt (raster) - TIFF 600 - 1200 dpi (LZW compression), Grey (photo) - JPEG 300 - 600 dpi (compression ratio 8-10). Vector drawings should be submitted in EPS, AI, CDR formats, without using specific fills and fonts. Drawings created in text editors are not accepted.

 

3.6. All physical quantities must be given in the International System (SI).

 

3.7. The list of cited literature should be drawn up in accordance with GOST R 7.0.5-2008 "Bibliographic description of printed works". All works cited in the article should be listed in the List of References, where the numbering of sources should correspond to the order of references to them in the text.

 

3.8. File names should include the author's surname (for example, Ivanov-article.doc, Иванов-рецензия.doc ). It is necessary to send all documents in one email.

 

Articles drawn up without observing these rules are not registered in the editorial office and remain without consideration

Development and Transformation in A Structure of National Economy Movement

Introduction. A considerable part of innovative plans concerning implementation of developments with underlying novelties either do not reach the implementing stage, or in fact yield less benefit than anticipated. One of the reasons of such failures is the fact that the manager lacks real tools for planning, evaluating and controlling innovations. The article brings forward the mechanism for a strategic planning of a company, based on the analysis of both inner company’s resources, and outer competitive strength, as well as on searching ways of using external opportunities with account taken of the company’s specific character. Theoretical analysis. Strategic planning is based on a code of regulations and procedures containing a series of methods, the use of which makes it possible for company’s manager to ensure prompt measures of reaction to outer business environment changes. Such methods include: strategic segmentation; solving problems in real-time mode; diagnostics of strategic readiness to operate in the context of the future; working out a general plan of management; planning of the business position of the firm; strategic transformation of the company. Empirical analysis. Strategic planning process is presented as a closed cycle consisting of 9 successive stages, each of them represents a logical sequence of measures ensuring the dynamics of system development. Results. The developed by the author strategic planning methods result  in the recommendation to proceed to “interactive strategic management” which is conceptually based on the constructive potential of the collective body, on searching ways of its building on the basis of effective overcoming accelerating changes, increasing organizational complexity, and unpredictable changeability of the environment.
