Substantiation of structural changes priorities in the Saratov region agro-food complex

Introduction. Modern challenges and threats to the development of the Russian agro-food complex determine the search for new growth sources of the complex, the strengthening of orientation towards the formation of a balanced functional and sectoral structure. The relevance of the regional aspect of research and substantiation of structural changes in the agro-food complex is associated with a deep socio-economic, natural-climatic and socio-cultural differentiation of the country’s regions. Theoretical analysis. Changing the role of regions in solving food security problems and providing the population with quality food is a global trend. The rupture of global food chains as a result of the COVID-19 pandemic and the sanctions confrontation strengthens the influence of local producers on the food market, suggests the need to form a multilevel agro-food complex of the country. Structural changes in the agro-food complex of Russia have their own characteristics associated with the heterogeneity of its spatial development. Empirical analysis. The accelerated growth of the agricultural sector of Saratov region economy due to the concentration on the production of a limited group of agricultural products (cereals and oilseeds, sugar) has been revealed. The regional food market segments, which have a surplus and shortage of products, are determined. It is substantiated that current trends extrapolation in the development of the regional agro-food complex preserves its unbalanced structure and further growth in the share of raw materials and primary processing products, while reducing the share of deep processing products. Results. Adaptation to new risks and threats is associated with an increasing trend towards the localization of production and supply of agricultural products and food. The priority areas for the development of the regional food system should be the diversification of agro-food production, local food chains formation with deep processing of agricultural raw materials, and the intensification of interregional exchange.

Priorities and Mechanisms for Managing the Interbranch Structure of the Agri-Food Complex

Introduction. In managing the competitive advantages of the agri-food complex, the study of the structural modernization of the agri-food complex on the basis of taking into account the levels of risks and the uncertainties of the economic situation that determine the possible boundaries of the use of regulatory measures is of particular importance. An interdisciplinary approach to the analysis and prediction of the structure of the complex opens up new possibilities for research, taking into account the relationships and interactions of all its elements. Theoretical analysis. The quality of the economic dynamics of the complex and its compliance with the long-term development goals of the Russian economy are evaluated. Trends in the interbranch structure, and priorities of state support have been revealed. Empirical analysis. The results of import substitution in the agri-food complex have been analyzed. The factors and structure of its growth have been revealed. The interbranch structure of the participation of various stages of its product chains in the production of total value added has been estimated. The stability of the local production systems of the complex has been characterized. Consumption growth is considered as an independent driver of the economic growth of the complex. The influence of the dynamics and structural parameters of investments has been analyzed. Results. It has been proved that structural balance largely determines the competitive stability of the development of the agri-food complex as a diversified system. Based on the interbranch analysis, new directions of development of the structure of the complex have been identified, directions of its state support have been clarified. Priorities of the foreign trade policy of the complex have been determined.

Food Security in the New Risks: Development of Methods of Strategic Planning

Introduction. In modern conditions the functioning of the national food market especially important to improve methods of strategic planning aimed at sustainable development of agri-food complex.

Methods. Among the economic methods of strategic planning the most in demand balance, regulatory and program-target method. The article suggests the direction of development of each of these methods. According to the program-target method – strengthening the integrated approach and the social orientation of the formation of the parameters of the State program of agricultural development and regulation of agricultural products, raw materials and food. On balance method – the use of the modified model of interbranch balance agricultural complex, which allows to coordinate the parameters of incomes of the population in the context of social and family groups, the personal consumption of basic foodstuffs with the volume of production of agricultural products and food imports.

Empirical Analysis. The basic trends in the sphere of food consumption, a comprehensive analysis is based on two sources of information: a study of the main parameters of food consumption using statistical data of Rosstat; summary of the results of a sociological survey that was conducted in IAgP RAS in Saratov region.

Results. The result of a comprehensive study of the scope of food consumption is a study ways to improve methods of strategic planning of development of agribusiness in the global socio-economic instability.

Peculiarities of the Present Stage of Realizing the Strategy of Import Substitution in the Agro-food Complex

Introduction. Strategic management of competitiveness is especially actual in the conditions of globalization, uncertainty of environment, changing the conjuncture of the world food market. The paper explores the conditions and factors of the present stage of import substitution in the agro-food complex.

Theoretical analysis. The paper shows the results and areas of studying the strategy of import substitution in the agro-food complex, the mechanisms of its support, and substantiates the short-term and long-term priorities. 

Results. Scientifically grounded are the prospects of realizing the strategy of competitive import substitution with the usage of methods of inter- branch management of the agro-industrial complex. The calculations of the full import capacity of production have been made. The monitoring of competitiveness of the agro-industrial complex and the data of expert survey have revealed the preferences and priorities of producers in the conditions of reciprocal Russian sanctions.
