Communication Science VS Information Law: Theoretical Problems of the Application of the Information Approach in the Information Law |
In XX century the communication revolution have radically changed the communication space. Humanitarian science has formed its scientific model with difficulty and has spawned a new field interdisciplinary research – communication science. Legal science selected its own way of Internet research. If communication science focuses on consideration of the social aspects of the Internet, legal science is oriented to fixation of product specification Internet. Both of them have chosen source a classic informational approach. Discussion. In the information law uses the informational approach. It accentuates the category of information, leaving without attention the genus and species attributes of the processes of the communication, its structure and composition communicants. The logic of separation of the industry of information law in this methodological riverbed is based on singling out a special sphere of social space - information sphere. It unfolds information public relations, i.e. public relation, the object of which is information. However, this approach actualizes the problem of demarcation of information and noninformation public relations. It does not take into account the specifics of technically mediated relations, which are typical for the information society. Conclusion. The authors hope that the confrontation of communication and information approach in the theory of information law given place to the new methodological synthesis. |

The Essential Characteristics of Intellectually-information Capital |
Modern stage of development of the economy suggests that in all spheres of human activity information and knowledge form the new «specific» resource – intellectual-information capital, which in conjunction with the high-quality labor force, is the source of productivity growth and competitiveness, both at the micro and macro level. Methods. Development of methodology of research of intellectualinformational capital involves the application of methods of complex and system approach, reflecting the multi-level analysis of the investigated object. In particular, it is proposed consideration of problems of formation of the intellectual-information capital at the individual and corporate levels. Results. Intellectual and information-in capital represents the complex of regenerative in the process of accumulation of knowledge information resources, with consumer and commercial value, acting simultaneously as capitalized stock and flow, generating in the process of its involvement in the economic turnover of income subject of economic activity. The ability of the economy to effective reproduction of intellectual-information capital is determined primarily by the increase of the educational-qualification level of labour resources, growth of investment expenditures, allocated for these purposes, the creation of professional and social conditions for realization of creative potential, including the adequacy of income of the individual is required to maintain reproduction processes on this level. The decisive factor in the reproduction of the corporate intellectual-information capital is the formation of the quality management system of the enterprise (organization) focused on the development of specific forms, the application of technologies of work with knowledge, providing the possibility of combining the accumulated companies practices and technologies. |

The Role of the Russian State in Shaping the Information Society Development Strategy |
Introduction. Internet technologies at the turn of the XX–XXI centuries radically affected all spheres of public life, led to a revolutionary leap in the development of Russian civilization. Post-industrial society has moved to a qualitatively new state – the information society, which is characterized by an increase in the share of intellectual labor, an increase in the volume of scientific knowledge and information used in production; the transition of economic and social functions of capital to information, which becomes a multifunctional value, becoming a product of production, a strategic resource, an object of communication, etc. Theoretical analysis. Simultaneously with the development of the information society, its spiritual core is being formed – a specific information and communication culture that incorporates the experience, norms and practices, ideologies, and values of network users. The state, as a participant in the Internet space, as a central subject of information exchange, cannot fail to engage in ongoing processes and the formulation of strategic guidelines for the development of the information society. Emperical analysis. The legal basis for the formation and development of the information society was prepared in the Strategy for its development adopted in 2008, as well as in the strategy for the development of the information society in Russia from 2017 to 2030. However, the 2017–2030 Strategy has a significant potential for long-term development, involving the transition from the information society to the knowledge society, in which the primary importance will not be technical equipment (a high level of IT technologies should already be achieved by this time), but the creation of technologies for the transfer, exchange, and use of reliable information between network users – citizens, organizations and government agencies. Results. As a result of the research, the author comes to the conclusion that it is necessary to manage the information society on the basis of strategic planning documents. |
