Some aspects of improving the effectiveness of public administration in contingencies

Introduction. The nature of problems and challenges that arise in the modern state involves rethinking its functions, tasks and approaches to their solution in order to respond in a timely manner and take effective action. The most important tool for this is the law – the main regulator of socio-economic relations. Theoretical analysis. The balance of interests of the individual person and society as a whole is constantly under the influence of objective and subjective factors. The state is forced to adapt to the changing situation, including due to the accumulation of unforeseen phenomena in the economy, social and spiritual spheres. The article focuses on some aspects of increasing the effectiveness of public administration in modern conditions, as well as unforeseen phenomena of multidirectional nature (the pandemic COVID-19, environmental and man-made disasters, sanctions effects, escalated political confrontation between Russia and Western countries). Results. Taken together, all aspects to which attention is drawn require the adoption of non-standard and prompt (quick) solutions, the consequence of which will be to counter emerging threats, ensuring security and balancing the interests of the individual, society and the state.

Conceptual foundations of the international cooperation effectiveness in the context of the geoeconomic space digital transformations

Introduction. The work is devoted to the formation of new conceptual criteria for the effectiveness of international cooperation in the context of the geo-economic space digital transformations. The introduction spells out the general content of the modern geo-economic space and stipulates the need for a conceptually new approach to determining the effectiveness of interaction in this space. Theoretical analysis reveals the methodology for studying synergetic efficiency, substantiates the parameters of synergistic efficiency. Empirical analysis. The real events of the modern geo-economic space, which set the vector of synergetic efficiency of international interaction, are analyzed. Results. The content of a new geo-economic space in the context of digital transformations is disclosed. The features of international cooperation are revealed, which, due to the blurring of national borders, goes into the supranational level of interaction. The irrelevance of classical and traditional approaches to substantiating the effectiveness of cooperation in new conditions is shown, which necessitates the development of conceptually new criteria.

Russia’s Internal Debt Market Development: Formation Factors, Prospects of Change

Introduction. The article is devoted to the Russian Federation’s internal debt formation factors analysis, to the development prospects of internal borrowings market. The urgency of the issue related to the internal debt of our country is in the difficult geopolitical situation that has developed around Russia. Due to political tension, our country was partially limited from external sources of funding. Under these conditions, the most urgent now is the question of the Russian Federation’s internal debt, its current state and the prospects for its further increase. Theoretical analysis. The article analyzes three main factors of increasing the volume of domestic borrowing, namely: the president’s “May decrees”, low efficiency of their implementation and sanctions imposed by the US and the EU, which restrict access to external resources. Empirical analysis. An analysis was made concerning the prospects for government bonds demand, as the main instrument of government borrowing at the domestic market, among the largest holders of government bonds: banks and non-residents. Results. In the course of studying the causes of increasing domestic debt, the problem of limited demand for government bonds was revealed. At the end of the article, measures were proposed to remedy this situation.
