Legal education as constitutional value: Problems of forming the student’s legal culture

Introduction. The specifi cs of modern professional legal education are inherently linked with the need to form the legal culture of a lawyer, which is an important constitutional value. The fundamental paramount role of legal education as a constitutional value is traced not only in the course of formation of sense of justice and the legal culture of future lawyers, but also indirectly, through realization of a professional component: law-making, law-enforcement, law-enforcement activity. In this regard, the formation of the professional legal culture of students in legal education is one of the most important aspects of their studies, and is a prerequisite for the eff ective implementation of national law in their subsequent professional activities. Theoretical analysis.The authors made an attempt to comprehensively study the factors that infl uence the process of forming the professional competencies of future lawyers, in particular their moral orientation, necessary to serve “law.”Empirical analysis. We analyzed the professional competencies that determine the demand for graduates of legal universities on the labor market and are regulated by the Federal Law "On education in the Russian Federation", as well as requirements for lawyers specifi ed by employers. Results. The authors conclude that a carefully organized legal education system can be eff ective only when the legal culture of a lawyer is brought up and formed while training students, with a responsible attitude to the duty to serve the law and the interests of society.

The role of legal (juridical) dictation in identifying the level of legal literacy and legal education

Introduction. Confirmation of the importance of legal education, the need to overcome legal nihilism and increase the level of legal culture was reflected at the official level in regulatory legal acts, primarily in the Fundamentals of State Policy of the Russian Federation in the development of legal literacy and legal awareness of citizens. Currently, cooperation with non-governmental organizations in this direction is actively developing, which opens up new facets. So, for example, the Association of Lawyers of Russia has initiated the All-Russian Legal Dictation since 2017, the scale of which increases significantly every year. Theoretical analysis. The following problems that hinder the high efficiency of educational activities in legal domain are identified: 1) lack of consistency and proper methodological support; 2) risks of social, organizational, financial, economic and regulatory nature; 3) the absence of maps of obstacles to legal education, indicating all possible risks and ways to minimize and overcome them. Results. The main obstacles to legal education, the associated risks, that can be minimized to increase the efficiency of legal education and the level of legal literacy of the population, are highlighted. Recommendations are given to improve such an action as the All-Russian Legal Dictation, as well as to conduct such actions separately by professional communities. One should not neglect the optional objectives, which can also be achieved when carrying out activities of a law-enlightening nature. For example, tasks of the formation and development of the information and communication culture of citizens, which are now at the initial stage of formation, are no less important.

Ways and Means of Implementation of the Duty to Provide Legal Education: A Regional Perspective

Introduction. The article deals with the analysis of regional legislation on consolidation of the duty of state bodies to provide legal education and legal information. Theoretical analysis. The author considers the legal structures of consolidation of the right to legal education and legal information and legal obligations of state bodies, available in regional regulations. The author considers the components of the system of legal education and legal information, compliance of the methods of legal education and legal information with the modern level of information technology development. Results. The author notes that the regional legislation on legal education and legal awareness of citizens should reflect the systemic measures of legal education, focusing on the legal regulation of the methods of legal education and awareness, which should correspond to the modern level of information technology development. The author has analyzed the legal constructions for consolidation of the duty to provide legal education and information in regional acts, and suggested effective ways to fulfil this duty.
