On the concept and legal means of ensuring sustainable urban development

Introduction. The concept of sustainable development continues to receive more and more support every year, both at the international and domestic levels. The main reason for its popularity is that this concept has become a qualitatively new strategy for social development, designed to balance the environmental, economic and social interests of a citizen, business, society and the state in the interests of both present and future generations. Theoretical analysis. The movement towards sustainable development of cities within the framework of the overall strategy for achieving the SDGs is ensured by the activities of public authorities and the public to best solve the social, economic and environmental problems of settlements, improve the comfort of life of citizens through the rational use of urban resources, eff ective urban planning, not exceeding the assimilation potential of urban ecosystems, for the benefi t of present and future generations. Results. At the moment, there is no definition of sustainable urban development in the Russian law, and therefore, there is no mechanism for implementing the tasks set in SDG No. 11, including the lack of a system of indicators in the country (social, economic, environmental and others) to assess the degree of achievement of the SDGs. Today we see only separate doctrinal and normative indicators of sustainable development of cities, reflecting only some aspects of the transition of cities to sustainable development (in terms of comfortable housing, etc.). In the scientific doctrine, the relationship between the concept of sustainable urban development and other (related) concepts of interaction between nature and society, including the concept of an eco-city and a “smart” city, is also extremely poorly studied. In this regard, the legal solution to this problem can be the development of the Concept of the transition of the Russian Federation to sustainable development, which includes a clear plan of legislative work, one of the sections of which should include measures to ensure the sustainable development of cities, as well as a number of stages of movement towards this goal and a system of indicators for evaluating these processes.

The theory of economic development: Evolution of approaches and modern paradigm

Introduction. The relevance of scholarly justification of approaches to economic development is caused by the insufficient study of the economic development phenomenon, its nature and qualitative characteristics of the factors influencing the implementation of qualitative structural changes in the economy of the country. Theoretical analysis. The article summarizes the evolution of economic thought and historical transformation of attitudes concerning the study of economic development. Scientific approaches and studies of leading foreign and domestic scholars, which constituted the theoretical and methodological basis of the economic development theory, are consistently presented. The tendencies that served the modern theories of economic development formation are considered. Empirical analysis. Based on statistical data analysis the difference between the categories of «economic growth» and «economic development» is justified. The concept of economic complexity as a phenomenon that contributes to the qualitative transformation of the economic development factors is considered. The dynamics of the economic complexity index in the Russian Federation is analyzed. Results. The analysis of qualitative changes in the economic development factors in the modern mixed economy is conducted. The relevance of sustainable development theory and the concept of economic complexity application in the study of the economic development of states are demonstrated. The criteria of economic development in modern socio-economic conditions are formulated.

Development of renewable energy sources and their importance for Russia’s transition to the standards of a “green” economy

Introduction. The article examines the problems of developing renewable energy sources in the context of Russia’s transition to a “green” economy. Theoretical analysis. The authors consider the terminological and logical issues of the correlation of the term of “renewable energy sources” with other categories (clean energy, “green” energy), the place of this category in the system of world environmental concepts (sustainable development). Attention is drawn to certain environmental consequences of the use of wind turbines and solar panels, and proposals are made for the development of neighborhood law. Results. The study allows the authors to conclude that the most important advantages of renewable energy sources are ensuring energy and environmental security, stability and diversification of energy sources used, solving a number of social problems (including reducing unemployment, fighting poverty, providing remote rural settlements with electricity), the development of science and technology, that enhances the transition to the standards of the VI technological order, the solution of energy efficiency issues, improving the quality of environmental and energy education and instruction of citizens. Taking into account that the EU countries, China and the USA will significantly reduce the use of traditional types of energy and dependence on oil and gas by 2050 due to renewable energy sources, it is necessary to prevent Russia from lagging behind these world trends, to take measures to develop renewable energy sources in our country, and think over options for using the released oil and gas export facilities for the development of industry.

Theoretical and methodological aspects of ensuring the sustainable development of agro-food systems

Introduction. The relevance of the scientifi c substantiation of approaches to ensuring the sustainable development of the agro-food system is due to the growing impact of environmental factors on the internal structural balance and the target setting of the agro-food system. The sustainable development of the national agro-food system has begun to imply economic growth in order to achieve indicators of the physical and economic accessibility of quality food for the Russian population. At the same time, environmental priorities increasingly has begun to fade into the background, which contradicts the basic principles of the concept of sustainable development, which implies the unity of economic, social and environmental aspects. Research methodology. The theoretical and methodological basis of the study is a systematic approach, the main provisions of which give grounds to consider the agro-food complex as a complex, dynamic and multi-level system of interconnected elements and diverse ordered relationships between them. Theoretical analysis. The article considers and systematizes theoretical approaches to the interpretation of the concept of “agro-food system”. The structural features of the agro-food complex as a system are highlighted. The stages of the reproduction process in all sectors of the agro-industrial complex are characterized through the prism of the economic, social and environmental components of the concept of sustainable development. Empirical analysis. Using a systematic approach, the infl uence of external and internal factors on the main criteria for the sustainability of the agro-food system has been studied. A conceptual framework for analyzing the resilience of agro-food systems in relation to external infl uences is presented. Potential for sustainability, adaptation and management are considered with regard to agro-food system. Conclusions. The relationship between the basic principles of ensuring the sustainability of agro-food systems and aspects of food security is revealed. The properties that are most signifi cant for maintaining the sustainability of the agro-food system under the constant infl uence of external risks are identified.

Conceptual aspects of sustainable development of economic systems: Evolution of approaches and modern paradigm

Introduction. The relevance of scientific substantiation of approaches to sustainable development management is due to the need to take into account external changes and the development of conceptual provisions for the adaptation of economic systems. Theoretical analysis. The article summarizes the main approaches to the interpretation of the “sustainable development” concept. The evolution of economic thought and the historical transformation of views towards the study of sustainable development concerning various objects are considered. The scientific approaches and studies of leading foreign and domestic scientists are presented, which constituted the theoretical and methodological basis of the sustainable development concept. The essence of the category “sustainability of development” concerning economic systems is revealed. Empirical analysis. The economic, social and environmental substantiation of the sustainable development concept is given. The external and internal factors influencing the stability of economic systems are investigated. The stability of the system is considered through the prism of such interrelated system characteristics as controllability and adaptability. Results. The relevance of the application of an integrated approach to the study of the triad “society – economy – ecology” is shown. It is substantiated that the synergy of the main provisions of economic theory, conceptual principles of sustainable development, system analysis of the countries’ development determinants in the context of new global challenges and threats should underlie the strategic provision of sustainable development in the long term.

Sustainable Development Modeling of Southern Federal District

The article considers the cognitive modeling of sustainable development for the Southern Federal District, which includes the interrelated factors identification of sustainable development for the Southern Federal District to construct a cognitive map and the subsequent simulation scenarios for the region. Theoretical analysis. There are given the general characteristic of the Southern Federal District, its main indicators in line with the sustainable development strategy, which helped identify the interrelated factors of sustainable development for the Southern Federal District, with the goal of cognitive map development. Methods. Cognitive modeling explains the specifics of shapes and patterns, modification and development of complex systems, semi-revealing interrelated factors for the sustainable development of the Southern Federal District, with the aim of building its development strategy. Results. On the basis of the cognitive map simulation four most typical scenarios are presented for the Southern Federal District and their analysis with the aim of building a strategy for district development through a set of control actions to enhance sustainability.
