On the issue of forming a university hub in the concept of open innovation |
Introduction. A feature of Russian innovative economy development is the need to solve many problems in a limited time frame, which include the accelerated development of domestic production and the market through the introduction of innovative solutions in the context of minimizing external economic threats associated with anti-Russian sanctions from unfriendly countries. The models of innovative activity are considered and their key subjects are identified. It has been revealed that one of the effective mechanisms for achieving the set goals is to accelerate the pace of introduction of intellectual property objects into industry through the transfer of scientific research results to production. Theoretical analysis. The article discusses the place and role of universities in strengthening the innovative potential in the field of intellectual property. The analysis of existing state measures aimed at stimulating the development of innovative potential of universities was carried out. Such mechanisms of interuniversity interaction as the concept of open innovations and network university are considered. Еmpirical analysis. The indicators characterizing the patent activity of the subjects of innovation activity are determined, and the analysis of the dynamics of such indicators as the number of applications and granted patents, self-sufficiency and technological dependence on foreign sources is carried out. It is concluded that at present these indicators are characterized by recession. The results obtained require the adoption of new decisions and the activation of university science as the main subject of the “growth point” of innovative ideas and solutions. Results. The result of the study is a proposal to form a university hub based on a platform for intensifying patent activity not only in the context of university innovation, but also to attract various economic actors involved in the process of both import substitution and strengthening the country’s industrial sovereignty. An analysis was made of the ways of commercialization of intellectual property objects and the planned benefits for subjects-consumers of the university hub services. The advantages of creating a university hub are highlighted, contributing to the development of the innovation sphere and strengthening inter-university relations. |

Technopark – Critical Infrastructure of National Innovation System |
Introduction. The idea of creation and development of technology parks in Russia is productive and timely because of its versatility. Technology parks – is an effective mechanism of formation and the generation of innovative enterprises. Theoretical analysis. Рarks, being the subjects of innovation infrastructure, create conditions favorable to the development of industrial enterprises of scientific and technical sphere only when the fitted experimental base and attract highly qualified personnel. The article discusses the features of the creation of technology parks in Russia, including university technology parks. Results. The author analyzes the experience and substantiate the direction of development of technology parks in Russia and Saratov region. Based on these studies identified the main stages in the development of technology parks at the meso level (for example, the Saratov region). The focus of the work is emphasized on the functional model of parks, which reveal their importance to the national innovation system. Conclusion. Technology parks are able to support innovators at all stages of the innovation process, thus they accumulate innovative potential of regions and form a national innovation system of the country. |

Universities and Regional Development: Qualitative Research Theory and Methodology |
Introduction. The rising role of universities in regional development in Russia determines the importance of research able to assess universities’ impact and influence on territory’s development. Theoretical analysis. Due to complex functions of modern HEIs and diversified socio-economic environment universities turned to address wider needs of social development then it was defined previously by the classical concepts of universities. The universities’ society or community engagement is one of the important features of modern universities. The mechanisms of the universities’ social engagement could be derived from various analytical frameworks. E.g. the H. Etz- kowitz’ Triple Helix Model or the model of the universities’ multilateral and multilevel networking suggested by P.Arbo and P. Benneworth. Methodology. The model of the universities’ multilateral and multilevel networking presents the background for the universities regional engagement qualitative research. The paper highlights the methodological approach to the universities’ regional engagement qualitative assessment, methods of qualitative analysis, and results drawn from the qualitative research. Conclution. The qualitative approach to the universities’ regional impact assessment is argued as the most relevant to the strategic management goals set currently by Russian regional universities in order to address the regional needs effectively. |
