Mechanisms for managerial decision making during the digitalization of production processes for an industrial enterprise

Introduction. The relevance of studying the industrial enterprise digitalization processes and developing a methodology for implementing production process control systems is due to the fact that digital technologies introduced into the manufacturing sector are important drivers for improving production management processes, improving labor productivity indicators, reducing the labor intensity of manufacturing products, reducing the cost of products and increasing quality. Theoretical analysis. The information systems and products most commonly used in modern practice of industrial enterprises in aviation industries are analyzed. Empirical analysis. The analysis of options for making managerial decisions to create an ERP complex that automates the processes of production’s technological preparation was carried out using the methods of analyzing advantages and disadvantages, paired comparisons and Kepner – Trego. A mechanism for making informed management decisions on the analysis of alternatives is presented, as well as the evaluation and selection of options for digitalization of the technological preparation processes based on the use of the principles of developing a management decision. Results. The choice of the Global ERP system for managing production preparation processes at industrial enterprises in the aircraft industry is justified, since it most closely matches the selected evaluation criteria.

Problems and directions of improving the industrial production digitalization

Introduction. Digitalization of the industrial sector in Russia is a priority task aimed at modernizing and optimizing production processes, improving the quality and competitiveness of products, as well as strengthening the country’s position in the world market, which makes it relevant to analyze the problems of introducing digital technologies into industrial production. Theoretical analysis. The main internal and external aspects of the industrial production digitalization that may affect its success are presented, a SWOT analysis is carried out and the advantages, disadvantages, opportunities and threats associated with the digitalization of industrial production in Russia are analyzed. Empirical analysis. The digitalization of industrial production in Russia is under the influence of the following problems: lack of digital infrastructure, lack of qualified personnel, high implementation costs, cybersecurity problems, unprepared legislation. Results. The directions for improving the digitalization of industrial production are determined. In general, the results of improving the industrial production digitalization are associated with improving the efficiency, flexibility, quality and competitiveness of the organization, as well as creating new opportunities for growth and development.

Tourism digitalization paradox

Introduction. The article substantiates the relevance of domestic tourism development, examines the domestic tourist flow dynamics, and pays attention to the importance of mass tourism development for Russian economy. Theoretical analysis. Institutionalization and digitalization are fundamental elements of the mass domestic sustainable tourism development matrix. It is noted that a direct appeal to the tourist services producers by potential tourists through digital institutions becomes a condition for mass tourism restoration of in our country. Empirical analysis. An important role in domestic tourism development is played by the creation of digital products, which include a mobile application-designer of tourist trips “Be your own tour operator”. The paper gives an example of building a tourist route in Samara, proves the advantages of using the services of the proposed application. Results. The formation of mass domestic sustainable tourism requires the production of a customized tourist product, which can be achieved by applying institutional and digital mechanisms to the tourism industry. The customization of the tourist product reduces the role of tour operators in the domestic market and increases the role of tour guides and other direct producers of tourist services, which is the tourism digitalization paradox.

Restrictions on digital human rights to counter terrorism

Introduction. Russian civil legislation takes into account innovations in information exchange by fixing the concept of digital rights, while giving them an exclusively private legal understanding. The modern doctrine proceeds from the fact that development of digital technologies has also significantly influenced the concept of fundamental human rights. Continuation of this vision is the emergence of digital rights in the public sphere. This actualizes the analysis of their possible limitations in order to counter terrorism. Theoretical analysis. The research reveals the consequences of the transfer of a significant amount of social relations to digital format. At the same time, while the general discourse of discussions stems from the principle of “normative equivalence” between “offline” and “online” (which does not require fundamental changes in law), the experience of the spread of digital technologies shows that it increasingly faces systemic failures. The authors indicate the difficulties with the definition of digital rights and their regulatory consolidation (by analyzing the regulations of the European Union). Empirical analysis. Based on the identified characteristics of digital communications, the paper presents the models for countering terrorist threats in modern cyberspace. The features of the legislative support of the Chinese model of the “Golden Shield”, based on the principles of digital sovereignty (in particular, the Law of the People’s Republic of China “On Data Security”), are shown. The authors highlight the features of imposing restrictions on the right to digital communication for persons suspected of involvement in terrorist activities (in particular, on the basis of the Anti-Terrorism and Border Security Act adopted in 2019 in the UK) and consider other foreign experience in countering terrorist threats in the digital sphere. Results. The necessity of taking into account the technological features of information exchange in the digital space is demonstrated. This has a significant impact on the emergence of new measures to counter terrorism. Foreign experience testifies to the expansion of the list of operational and search measures, the list of elements of crimes of a terrorist nature.

Innovations of the Russian financial sector of the economy

Introduction. The digital changes taking place in all spheres of society are most evident in certain sectors, especially in the fi nancial sector. One of the factors of the modern development of a sustainable economy is the digitalization of society associated with the rapid development of information technologies. Informatization of this sector in Russia is associated with the synthesis of legal, economic, social, political changes. Theoretical analysis.The article is devoted to the key trends of informatization of the fi nancial sector of Russia. Consideration of theoretical and methodological approaches to the study of the penetration of digital technologies into the fi nancial sector shows the lag of the Russian practice of deploying digital technologies from Western practices, and rapid growth in 2020 under the infl uence of the covid crisis. Empirical analysis. Analysis of the main suppliers of information technologies in the fi nancial sphere and their products has been carried out. Priority directions of development of information technologies in the fi nancial sector and ways of their implementation are identifi ed. The main approaches to strengthening information security and reliability of fi nancial technologies in Russia have been studied. Synthesis of materials on research of information technologies in the fi nancial sector of Russia has been carried out. Results. Modern realities are such that new technologies based on digital services are actively being introduced into Russian practice, which changes the structure of fi nancial market entities, makes fi nancial products more accessible to citizens and businesses. The penetration of IT companies into the fi nancial services market starts the process of transforming the delivery of fi nancial products and services fi ntech becomes an independent sector of the economy. The format of the fi nancial sector, 24/7, gives users round-the-clock access to services and products, but at the same time forms a range of risks that need to be taken into account and addressed. Digitalization of the fi nancial sector, based on a global rethinking of information solutions, is the key to the transition to sustainable development.

Creative tourism and digitalization of society

Introduction. The substantiates the relevance of the study of creative tourism and the digitalization of society. The increasing digital needs of citizens are noted. The answer to the consumer’s request is the digitalization of the economy. It is indicated that creative tourism, using digital technologies, is able to ensure the restoration of the tourism industry, which was most severely aff ected during the pandemic. Theoretical analysis. The concept of “creative industries” is considered in detail from an economic and legal point of view. Groups of creative industries are distinguished. It is noted that creative industries are being transformed into tourist niches, which together make up creative tourism. Empirical analysis. The analysis of retrospective data and the forecast of future values indicates a growing share of the contribution of creative industries to both global GDP and Russian GDP. However, it is noted that digital exclusivity is becoming an obstacle in the development of creative industries. The paper focuses on digital products of domestic and foreign museums. The possibility of introducing digital avatars into the activities of performing arts as components of the creative tourism industry is indicated. Results. In conclusion, it is noted that the processes of digitalization aff ect the development of creative tourism. Innovation and experimentalism inherent in creative industries and digital technologies will determine the directions of transformations of creative tourism in the future.

The institution of electronic appeals and its role in improving information and communication culture

Introduction. Currently, most of the public services are provided in a digital format, which triggers the activization of the “feedback” channel between authorities and organizations performing public functions and consumers of services. Functionally, this task can be solved with the help of the institution of electronic appeals. Theoretical analysis. It is noted that qualitative changes in the social setting in connection with the digitalization of the economy have led to a change in the relationship between the state and the individual. The management paradigm is built in accordance with the interests of the subject, i.e. the consumer of public services for the population, most of which are provided to the subject in the electronic form with their subsequent evaluation through the institution of electronic appeals. Empirical analysis. The authors analyze the legislation regulating the procedure for consideration of citizens’ appeals, including written ones, submitted electronically. The authors formulate the definition of the concept of “electronic appeals” and carry out the classification of electronic appeals. The researchers also characterize the legal regimes of filing and consideration of electronic appeals through the official websites of public bodies and organizations performing public functions, as well as through federal official (state) websites specially designed for citizens to submit appeals in the form of an electronic document. Results. In conclusion, the authors highlight the important role of the institution of electronic appeals in digital transformation and the increasing level of information and communication culture.

Substantiation of the Balanced Approach to the Digitalization Process in the Aspect of Innovative Development of Domestic Enterprises

Introduction. One of the priority tasks for our country is to activate the innovative activity of domestic enterprises. The most important modern tool for increasing the activity of innovative development is digitalization. To achieve high efficiency of digital transformation processes in the context of innovation, it is necessary to determine the most promising option for implementing digitalization processes in order to activate and maintain a high level of efficiency in the development and implementation of innovations at domestic enterprises. Theoretical analysis. Existing theoretical approaches to the concept of digitalization define it as a driver of innovative development. The transition to digital technologies transforms the innovative activity of the enterprise, providing a wide range of opportunities, both by improving the efficiency of processes, and by developing and launching new products or services to the market. While there is a lack of scientific interest in issues complementing the digital transformation of the management system, whereas the concept of balanced digital transformation of production and management systems of the enterprise is not considered that determines the low performance of the initiated change processes of innovation. Empirical analysis. It has been revealed that currently the transition to “digital” is carried out mainly in the production sector. At the same time, there is no relationship between digital technologies used in the management system and the production system, which negatively affects both the effectiveness of current and innovative activities, while research by foreign authors shows an increase in profitability as a result of the synergistic effect of simultaneous digital transformation of the management system and production. Results. A conceptual approach to digitalization of innovative activities of domestic enterprises has been proposed, based on synchronous, dynamic, complementary digital transformation of the production and management spheres. It will ensure the achievement of the goals set.

Global Digital Space: Prospects and Threats to the Economic Development of Countries

Introduction. Currently, the world is creating a global digital space. This process covers, to a greater or lesser extent, virtually all countries of the world. The relevance and vitality of this process is proved by the digitalization of not only the economy, but also of all spheres of human activity. Despite the increasing degree of research of this process, there raises the question of finding the threats and prospects that should be expected from digitalization for the economic development of our country. Theoretical analysis. The historical aspect of the digital economy development is investigated, the causes of this process are revealed. The article notes the first identification of this concept with such concepts as e-Commerce, file exchange through a peer-to-peer network. We consider the prevention of simplified understanding of digitalization, linking it only with these concepts. The data on the emergence of completely different phenomena, connected with the digitalization in the XXI century, the features of this process in different countries of the world in the context of the existing process of globalization are given. Both advantages and threats associated with the penetration of digitalization into the global space are considered. The benefits of digitalization are linked to the ease of copying, transmission and dissemination of information. The threats to the global space that are caused by the spread of digitalization can be associated with copyright infringement, copying, “piracy”, which ultimately results in the loss of investment. The influence of external political and economic threats that are applied to our country can no longer exclude Russia from the list of business partners in these new conditions of globalization. Digitalization erases all obstacles to cooperation between different countries, including Russia. Empirical analysis. The article analyzes the facts that prove the undeniable advantages of digitalization for all countries. The leaders in the market of IT are revealed, taking into account such indicators as the number of Internet users, convenience/difficulty of access, the availability of analog additions, the developed telecommunications market, which does not exclude the possibility of its further development. It is noted that today they influence the transition of countries from one category to a higher one. In this regard, the classification of countries presented by the Boston Consulting Group (BCG) is relevant. It is based on indicators showing the presence of high technology: the relative level of development of digital operations and GDP per capita, the degree of economic operations’ digitalization. These data make it possible to identify the most developed countries. There are currently no more than six. Results. Taking into account the factors described in the article will contribute to the implementation of the main goal of digitalization penetration into the global space – the achievement of business success in all countries, including Russia. This makes it possible to speak about a new meaning of the concept “globalization” and makes the thesis of “the invisible hand of the market”, i.e. personal interest, relevant again.

The Forms of Tourism Digitalization

Introduction. The article substantiates the relevance of tourism digitalization study. The motives of the tourist market subjects for the use of digital technologies are noted. It is indicated that digitalization is a new form of communication between producers and consumers of tourist services, which becomes a source of competitive advantages of tourist organizations. Theoretical analysis. In addition to the introduction of the concept of “digitalization”, its advantages and possible risks of implementation are discussed. The importance of a new type of employee formation (“digital worker”) is noted, its role in modern organizations is indicated. The importance of economy digitalization in the creation of added value of enterprises in various sectors of the national economy is proved. Empirical analysis. The empirical analysis allows to identify the current forms of tourism digitalization. They include online purchase of tours designed by tour operators, the development of mobile applications useful for the implementation of tourist travel, the digitalization of independent tours by creating so-called schools “Travel for novice tourists”, as well as the development of a single information platform on the Internet for independent tourists. Results. In conclusion, it is noted that in the near future the competitiveness will have those organizations of tourism industry, which will be able to customize their services, thus ensuring a stable flow of customers.
