The Role of National Research Universities in Innovative Development of Regions

Innovative development of regions is caused by effective cooperation between state authorities, business, science, which helps to improve the conditions for innovations, and form a regional triple helix. A significant role in the innovation development of the regions is entrusted to the national research Universities, which carry out training of highly skilled personnel and conduct fundamental and applied scientific research. Theoretical analysis. The article determines the characteristic features of regional innovative development and its basis, that is the creation of a new institutional form of scientific and educational activities – a national research University. The hallmarks of the national research Universities are highlighted and actual problems of their development are defined. Results. The proposals, given by the author as the results of the investigation, are the following: to strengthen research work at the Universities; to create conditions for the investigation of teachers, graduate students and students activity, including formation of support centers for academic publications; to develop the infrastructure of innovation activity within national research Universities with the help of a database according to developed technologies; to create the expert-analytical departments and laboratories for quality improvement of research work. Conclusion. Increasing of cooperation between universities, state authorities and business, development of research activity of the universities, training of the teaching staff and students promote regional innovative development.

Factors Affecting the Innovative Development of the Region

Introduction. The problems of determining the composition of the factors influencing the innovative development of the region, the methodologies for measuring this influence and the development of tools for its evaluation are relevant in the context of developing potential mechanisms for stimulating regional innovation activity in modern conditions. Theoretical analysis. To study the sources of the difference in the level of innovative development in the region, an analysis of the regional factors affecting it is carried out and the directions for studying these factors are determined. Empirical analysis. The mechanism of influence of regional factors on the innovative development of the region, such as R&D staff, the industrial specifics of the region, urbanization, the sectoral structure of the economy, the structure and quality of human capital, research institutes, financial resources, the attractiveness of the region in terms of a set of living conditions business, as well as the interaction of the actors of the innovation system, the “innovation environment” and partnerships. Results. Evaluation of the effectiveness of innovative development requires the development of special indicators and indicators, a system of quantitative and qualitative indicators that characterize innovation development, and the approaches presented to the selection of factors of influence on the innovative development of the region can be used as a basis for further analysis and development of models for assessing the effectiveness of regional innovation development.

Innovative Development of the Saratov Region: the Arguments «Pro» and «Contra»

Introduction. The article proposes to consider innovation not only as a factor of economic development, as well as a tool to resolve difficult conflicts and overcome the limitations that can not be overcome by other means. Theoretical analysis. In the process of development of economic systems they formed conservative structures that this development is stopped. The paper put forward the hypothesis that such contradictions are not solved structures of the economic system. And they themselves contradictions and limitations arising from them can be overcome only through external innovation. Empirical analysis. Through the prism of the proposed model of the innovation process is considered the economic evolution of the Saratov region. By bringing the various arguments given assessment of the innovation process in the Saratov region at the present stage. Results. It is concluded that the formation of the economic system in the Saratov region of the complex insoluble contradictions: the branch structure of the deformation, the uncertain position of the region in the nationwide system of division of labor, the lack of public resources, the unattractiveness of the region for investors, low quality of regional management. According to the authors, the resolution of conflicts and overcoming the limitations posed by them is only possible at the expense of external innovation.
