Internet in the Objective Field of Legal Science: Problems of Theory

The article deals with the formation of the theoretical Internet model in Russian legal science, it also discusses the implementation of communicative approach to the Internet law methodology. Results. In our opinion, the operationalization of the idealized object of the Internet is formed on the basis of its technical artifact properties. Russian information law methodologists ignore social aspects of the Internet. The current situation needs methodological adjustments, that will let the Internet to be considered as the part of the social reality and make the nature of the Internet legal relationships comprehensible. Discussion. Social aspects of the Internet need to be fixed at the theoretical level. The Internet has the ability to be a tool of any legal relationship establishment. Thus it will be appropriate to use the knowledge about models and types of Internet communication, accumulated be the communication science.

Mathematical Modeling of the Russian e-Commerce Market Economic Conditions

Introduction. Since the end of the XX century, the concept of digital economy comprises the wide application of digital technology in different spheres of economy. Separate enterprises and whole economic branches transform the existing models of business processes, being oriented on modern means of communication. One of the most important factors influencing this process is the development of Internet technology. Theoretical analysis. The Internet, as a key channel of communication in the social sphere and commerce, has become the main driver for the development of a new segment of the consumer market – the e-commerce market. Since the first years of their work, online stores showed a high level of sales and opened up new directions in optimizing business processes. Almost 30 years have passed since the first outlet opening in the United States. Today it is a whole industry around the world, equipped with the latest technology, working almost offline. The Russian market of Internet commerce (e-commerce) today is experiencing an unprecedented rise. The growth in customer activity is due to such factors as convenience, saving time and money, speed of delivery of goods. Empirical analysis. It was revealed that the Russian Internet-trading market is a dynamically developing segment of the country’s consumer market. A quantitative assessment of the market is investigated, its structure is examined, statistical patterns are analyzed and trends of further development are substantiated. Results. The vector of e-commerce market development is designated, the results of modeling the dynamics of the market volume for the period 2020–2022 in Russia are presented, conclusions about the upward trend in both the domestic and cross-border markets are substantiated.

Features of Legal Regulation of the Constitutional Right of Everyone to Produce Information on the Internet

Introduction. Modern society is undergoing yet another information revolution related to the formation and development of the global information and telecommunication network – “Internet”. In this connection, there is the question of understanding the features of the right to produce information in the Internet space. Theoretical analysis. The author considers the production of information in the 19th century, in the Soviet period and the present. Development of the Internet has greatly simplified the creation and transmissions of information, and, in this connection, the constitutional subjective right to produce information becomes available to everyone. Empirical analysis. The study of legal restrictions on the right to produce information highlights the features that are important for the legal regulation of relevant public relations. Results. The author notes that the relations connected with the right to produce information in the “Internet” network have a number of features, and highlights the following ones: 1) changing methods and accelerating the production of information, the prevalence of a single process of “production-distribution” of information; 2) blurring the boundaries between the private and public information space; 3) heterogeneity of entities engaged in the production of information. The author concludes that the analysis of modern Russian legislation has revealed trends such as the use of indirect restrictions on the right to produce information, as well as the lack of differentiation of legal regulation of the activities of entities engaged in the production and distribution of information in the Internet. 

Reproductive Dynamics of the Information Sector of the Economy

Introduction. In the beginning of XXI century national economies of some countries were transformed through structural changes associated with the formation of the new postindustrial order. These changes require adequate theoretical understanding. The article discusses the structure of the total social product reproduction process with the participation of two entities: material and information sectors of the economy. Theoretical analysis. Simple and expanded reproduction of the total social product with the participation of the information sector are analyzed in the article. The puts forward the hypothesis about the existence of economic law of priority development of the information sector of the economy at the stage of postindustrial social system formation. The current state of Russian economy analysis revealed the existence of some negative trends: structural deformation and de-industrialization, occurring on the backdrop of protracted economic stagnation. Results. There made a conclusion about the necessity of elaboration of a comprehensive national strategy for the development of the information sector of economy, which will be able to become an engine of upgrade and diversification of Russian national economy structure and to overcome its raw materials dependence.

Theory and Practice of Development of Internet Insurance

Preservation of stability of the insurance companies,
especially in times of crisis and economic instability, requires the
development of new sales channels of insurance products. The

article examines the issues of formation and development of this
relatively new type of insurance for Russia as Internet insurance.
Theoretical analysis. Analyzed its advantages, challenges,
market mechanism. Discussed the organization of Internet representation
of the insurance company, the stages of Internet
security, introduction of CRM. Results. The author concludes
that the prospects of the development of this type of insurance in
Russia. In the context of increasing the capacity of the insurance
market needs to develop measures to promote co-insurance and
reinsurance in the Internet. Should encourage the development of
institutions of insurance and reinsurance by creating specialized
insurance associations, increasing the participation of Russian
insurers in international systems of reinsurance and coinsurance
contracts, the formation of guarantee funds and the use of other
cost-effective measures aimed at improving the capacity of national
operators of the market of Internet security.
