The theory of economic development: Evolution of approaches and modern paradigm |
Introduction. The relevance of scholarly justification of approaches to economic development is caused by the insufficient study of the economic development phenomenon, its nature and qualitative characteristics of the factors influencing the implementation of qualitative structural changes in the economy of the country. Theoretical analysis. The article summarizes the evolution of economic thought and historical transformation of attitudes concerning the study of economic development. Scientific approaches and studies of leading foreign and domestic scholars, which constituted the theoretical and methodological basis of the economic development theory, are consistently presented. The tendencies that served the modern theories of economic development formation are considered. Empirical analysis. Based on statistical data analysis the difference between the categories of «economic growth» and «economic development» is justified. The concept of economic complexity as a phenomenon that contributes to the qualitative transformation of the economic development factors is considered. The dynamics of the economic complexity index in the Russian Federation is analyzed. Results. The analysis of qualitative changes in the economic development factors in the modern mixed economy is conducted. The relevance of sustainable development theory and the concept of economic complexity application in the study of the economic development of states are demonstrated. The criteria of economic development in modern socio-economic conditions are formulated. |

Import substitution as a factor of Russian economy innovative development |
Introduction. In the modern world, the introduction of innovations is becoming one of the main ways of economic development of both organizations and states. In this regard, the process of switching Russian economy to the innovative way of development acquires special importance. Still in 2011, the Government approved the Strategy for Innovative Development of Russia until 2020: it formulates the goals of the country’s long-term development and indicators that characterize their implementation. Import substitution was identified as one of the key factors contributing to the achievement of these goals. The aim of the work is to study the impact of import substitution on the effectiveness of the implementation of the Strategy for Innovative Development of Russia. Theoretical analysis. Import substitution processes in Russian economy began in the late 1990s. The main reason at that time was the ruble devaluation, due to which the volume of imports in 1998–1999 decreased by more than 30%. Imports replacement became possible by increasing the supply of domestic producers who resumed the use of previously mothballed facilities. According to a number of Russian economists, during this period import substitution was one of the key drivers of GDP and industrial production growth in the country. In the 2000s, import substitution processes began to take on a point-by-point rather than a mass factor: they took place in those industries where Russian enterprises had clear competitive advantages. In 2014, following the implementation of economic sanctions against Russia, the Government adopted a number of measures aimed at intensifying import substitution in the country. Empirical analysis. The text of the strategy identifies import substitution as one of the key factors in the innovative development of the domestic economy. The paper considers the impact of the ongoing policy of import substitution on the achievement of the strategic goals of Russia’s innovative development. A statistical analysis of indicators characterizing the effectiveness of ongoing measures in the field of import substitution and stimulation of innovative development was carried out. Results. According to the results of data statistical analysis, a conclusion is obtained that the target indicators in the field of import substitution have not been achieved: in key sectors of the economy there is still a high dependence on supplies of foreign products. Innovative technologies used by domestic organizations are still mainly of import origin. At the same time, indicators of innovation activity in Russia remain significantly lower than in foreign countries. This situation relates mainly to such factors as lack or shortage of organizations funds, long payback period of investments in innovation, lack of qualified personnel, as well as reduction of opportunities in cooperation with other enterprises and scientific organizations. |

Specific of the Neoindustrialization and Modernization of Russian Economy |
Introduction: In modern conditions, modernization of the Russian economy is of great importance. For this, it is necessary to perform categorical analysis of the concepts of “modernization” and “neo-industrialization” and to show their relationship. This determines the relevance of this research. Results: Modernization is characterized as a transition stage from one state of a system to another one, higher and better. It is carried out on the basis of neo-industrialization. The factors to hinder this neo-industrialization are: an inefficient structure of the economy and an unfavorable business climate. Spot and frontal modernizations are types of the modernization of the economy. Discussion: Neo-industrialization is understood as frontal modernization. It would require huge investments and should act as a basis of modernization. Elements of the technological basis get accelerated development in the neo-industrialization economy. Complex regularities of neo-industrialization as “innovative modernization” acquire dominating importance. |

Prospects of Venture Investment Development in Russia |
Introduction. At the Russian economy’s transition to innovative development, the question of its investment mechanism is very important. Venture investment is most promising in this case. For Russia, venture investment is a rather new tool and, therefore, market mechanisms are introduced with great difficulties. Tasks and methods. To observe the current situation and the causes thereof; to detect the existence of a link between innovative development and the usage of the venture investment mechanism. Theoretical methods (analysis, synthesis, modeling, logical and system approaches, deduction, and induction) and empirical methods (observation, measurement, and comparison) were used. Results: the causes of the slow introduction of venture investment into the Russian economy were recognized; an idea of strengthening the links between innovative development and market investment mechanisms was developed. In particular, a conclusion was made that using venture investment would allow implementing developer projects as well as innovative ones. Such investments would allow companies to develop much quicker. It has impact on the regional and national development, on the increase of well-being, and on the unemployment rate decrease. Conclusion. Thus, the use of venture funds would allow turning to the innovative model of development, but the state support is necessary at the early stages of venture financing. For increasing the Russian economy’s competitiveness at this stage, it is recommended to address venture investments to a limited number of critical technologies. |

Management of Innovative Development in the System of Management of the Industrial Enterprise |
In recent decades, more and more research addressing the problems of innovative development at the microeconomic level (including level of industrial enterprises). For formation of a corresponding system of management of innovative development of industrial enterprises is necessary to give a description of the essential features of such management, to define its role and place in the overall system of management of the enterprise. Theoretical analysis. By the moment in the field of management of innovative development there is a certain conceptual apparatus that was reviewed and clarified in the article. Revealed the characteristic features of management of innovative development, leading to the need to integrate different types of management in the management process. Methods. Management of innovation development is carried out at the strategic and operational level, which predetermines the synthesis of innovative, strategic and operational management. Also in the management of the innovation development of one of the key roles played by project management (innovative design). Becoming increasingly widespread process approach. Results. The study proposed a scheme for integration of different types and approaches to the management in the process of management of innovative development of industrial enterprises. Conclusions. The developed approach allows increasing the quality of management of innovative development of industrial enterprises. |

Substantiation of the Balanced Approach to the Digitalization Process in the Aspect of Innovative Development of Domestic Enterprises |
Introduction. One of the priority tasks for our country is to activate the innovative activity of domestic enterprises. The most important modern tool for increasing the activity of innovative development is digitalization. To achieve high efficiency of digital transformation processes in the context of innovation, it is necessary to determine the most promising option for implementing digitalization processes in order to activate and maintain a high level of efficiency in the development and implementation of innovations at domestic enterprises. Theoretical analysis. Existing theoretical approaches to the concept of digitalization define it as a driver of innovative development. The transition to digital technologies transforms the innovative activity of the enterprise, providing a wide range of opportunities, both by improving the efficiency of processes, and by developing and launching new products or services to the market. While there is a lack of scientific interest in issues complementing the digital transformation of the management system, whereas the concept of balanced digital transformation of production and management systems of the enterprise is not considered that determines the low performance of the initiated change processes of innovation. Empirical analysis. It has been revealed that currently the transition to “digital” is carried out mainly in the production sector. At the same time, there is no relationship between digital technologies used in the management system and the production system, which negatively affects both the effectiveness of current and innovative activities, while research by foreign authors shows an increase in profitability as a result of the synergistic effect of simultaneous digital transformation of the management system and production. Results. A conceptual approach to digitalization of innovative activities of domestic enterprises has been proposed, based on synchronous, dynamic, complementary digital transformation of the production and management spheres. It will ensure the achievement of the goals set. |
