| Theoretical and methodological aspects of ensuring the sustainable development of agro-food systems |
Introduction. The relevance of the scientifi c substantiation of approaches to ensuring the sustainable development of the agro-food system is due to the growing impact of environmental factors on the internal structural balance and the target setting of the agro-food system. The sustainable development of the national agro-food system has begun to imply economic growth in order to achieve indicators of the physical and economic accessibility of quality food for the Russian population. At the same time, environmental priorities increasingly has begun to fade into the background, which contradicts the basic principles of the concept of sustainable development, which implies the unity of economic, social and environmental aspects. Research methodology. The theoretical and methodological basis of the study is a systematic approach, the main provisions of which give grounds to consider the agro-food complex as a complex, dynamic and multi-level system of interconnected elements and diverse ordered relationships between them. Theoretical analysis. The article considers and systematizes theoretical approaches to the interpretation of the concept of “agro-food system”. The structural features of the agro-food complex as a system are highlighted. The stages of the reproduction process in all sectors of the agro-industrial complex are characterized through the prism of the economic, social and environmental components of the concept of sustainable development. Empirical analysis. Using a systematic approach, the infl uence of external and internal factors on the main criteria for the sustainability of the agro-food system has been studied. A conceptual framework for analyzing the resilience of agro-food systems in relation to external infl uences is presented. Potential for sustainability, adaptation and management are considered with regard to agro-food system. Conclusions. The relationship between the basic principles of ensuring the sustainability of agro-food systems and aspects of food security is revealed. The properties that are most signifi cant for maintaining the sustainability of the agro-food system under the constant infl uence of external risks are identified. |

| Innovations of the Russian financial sector of the economy |
Introduction. The digital changes taking place in all spheres of society are most evident in certain sectors, especially in the fi nancial sector. One of the factors of the modern development of a sustainable economy is the digitalization of society associated with the rapid development of information technologies. Informatization of this sector in Russia is associated with the synthesis of legal, economic, social, political changes. Theoretical analysis.The article is devoted to the key trends of informatization of the fi nancial sector of Russia. Consideration of theoretical and methodological approaches to the study of the penetration of digital technologies into the fi nancial sector shows the lag of the Russian practice of deploying digital technologies from Western practices, and rapid growth in 2020 under the infl uence of the covid crisis. Empirical analysis. Analysis of the main suppliers of information technologies in the fi nancial sphere and their products has been carried out. Priority directions of development of information technologies in the fi nancial sector and ways of their implementation are identifi ed. The main approaches to strengthening information security and reliability of fi nancial technologies in Russia have been studied. Synthesis of materials on research of information technologies in the fi nancial sector of Russia has been carried out. Results. Modern realities are such that new technologies based on digital services are actively being introduced into Russian practice, which changes the structure of fi nancial market entities, makes fi nancial products more accessible to citizens and businesses. The penetration of IT companies into the fi nancial services market starts the process of transforming the delivery of fi nancial products and services fi ntech becomes an independent sector of the economy. The format of the fi nancial sector, 24/7, gives users round-the-clock access to services and products, but at the same time forms a range of risks that need to be taken into account and addressed. Digitalization of the fi nancial sector, based on a global rethinking of information solutions, is the key to the transition to sustainable development. |

| Convergent political economy of the “New socialism” by J. K. Galbraith |
In the evolution of Western-type and Soviet-type economies after World War II, there were many common points that prompted scientists to talk about the convergence of two ideologically alternative political and economic systems. Remarkable examples of a comparative analysis of both vectors of the development of national economies, based on the same conceptual premises, are the books of J. K. Galbraith “The new industrial state” and “Economics and the public purpose”. The inability of the neoclassical and neo-Keynesian theory to explain the socio-economic changes that took place initiated a scientifi c search in the Western economy for the properties of the Soviet socialist system of regulation, the planned organization of the national economy. The need for planning was predetermined by the nature of the use of time and capital in modern production, the specialization of enterprises, the needs of large corporate organizations, the problems of unstable functioning of the market in conditions of advanced engineering and technology. There are reasons to assume that J. K. Galbraith’s concept of the state-corporate economy contains a reminiscence of the theory of state-monopolistic capitalism, set forth in the most famous works of V. I. Ulyanov-Lenin “Imperialism, the highest stage of capitalism” and “About food tax”. J. K. Galbraith outlined a logically holistic conceptual understanding of the objective conditionality of convergence in the development of Western-type and Soviet-type economic models. Decentralization in Soviet-style economic systems meant not a return to the market, but the transfer of some planned functions from the state to the fi rm. The convergence of the Soviet and Western systems cannot be understood as the return of the fi rst system to the market. Both systems have outgrown the market. There was a clear convergence in the direction of the same forms of planning. J.K. Galbraith discussed the possibility of reforming the American economy on the basis of the model of “new socialism”. |

| The specifics of the concentration of investment processes in the field of ICT- technologies in the Russian economy |
Introduction. The relevance of the problems of this article is confi rmed by the fact that the existing and accumulated to date world and domestic experience demonstrates the growing interdependence between the growth of the national economic system and the development of its information systems and technologies. Currently, the development of ICT systems and technologies is associated with the processes of transformation and modifi cation of various activities and sectors of the economy, as well as improving the quality of human life and the effi ciency of business processes. Theoretical analysis. Theoretical analysis examines the methodology for calculating the tools used in the article to assess the degree of economic concentration. Еmpirical analysis. In order to identify the specifi cs of the processes of concentration in the Russian economy in the fi eld of ICT-technologies, using such indicators as the Herfi ndahl-Hirschman index (HHI) and the concentration index (CRk), the calculation and assessment of the concentration dynamics of the volume of investments in fi xed assets directed to the purchase of ICT-equipment. The concentration analysis has been carried out both for the Russian economy as a whole and for individual federal districts. Results. The result of the study is the conclusion that there is a clearly visible trend towards strengthening the process of concentration of the volume of investments in fi xed assets directed to the purchase of ICT-equipment in the Russian economy. At the same time, it has been found that within the various federal districts of the Russian Federation there is a multidirectional process of concentration, which manifests itself both in an increase in its degree in some districts and in a rarefaction of concentration in others. |
